Police witness fatal shooting of Louis Rodriguez in Humboldt Park; then shoot, charge man with felony

After witnessing the fatal shooting of 18-year-old Louis Rodriguez late Friday in the Humboldt Park neighborhood, a Chicago Police patrol officer shot a man during a confrontation at the scene, and he was later charged with a felony.

Michael Arquero, 32, has not been charged with murder, but was charged with one count of unlawful use of a weapon by a felon, according to police.

The officers saw the initial shooting about 11:30 p.m. near the intersection of Division and Maplewood, where Rodriguez had been driving around the block and “engaging a group of males” before he was shot, police and the Cook County medical examiner’s office said.

Rodriguez, of the 1300 block of North Oakley, was pronounced dead at the scene at 3:30 a.m., authorities said.

The officers intervened following the shooting, and at least one opened fire and hit a man, CPD area coordinator Glen Brooks said. He was taken to a hospital with injuries that weren’t considered life-threatening.

No officers were hurt. The officer or officers involved will be placed on administrative duty for 30 days per CPD policy, and the Independent Police Review Authority is investigating the use of force, police said.

Arquero, of the 2900 block of North Fairfield, was scheduled to appear in bond court Monday.

Two cars could be seen in the crime scene on Division between Rockwell and Campbell. A Honda Civic was parked on the north side of Division and an unmarked squad car with the passenger door open was parked on the northern part of the intersection of Division and Maplewood.

A witness who declined to give his name said he heard about 20 gunshots.
